My thesis involves an investigation of barriers to the introduction of a standard that represents current best practice for implementing functional safety, to the UK commercial marine sector. Significant barriers were determined with an analytical hierarchy, translated into a feasible number of objectives and measures, then formatted into a practice migration strategy. Trial and review of the strategy indicated that the marine sector could implement the standard from technical, cultural, societal, and financial perspectives. Recommendations were determined to aid adoption of the standard as part of the regulatory framework, and for overcoming challenges related to cyber-security.
